ภูฝอยลม เป็นยอดภูเขาสูงที่มีสภาพป่าอุดมสมบูรณ์ อยู่ในเขตป่าสงวนแห่งชาติป่าพันดอน-ปะโค อำเภอหนองแสง จังหวัดอุดรธานี Phu Foi Lom is a high mountain peaks with forest fertility. It has been dubbed the Phu Foi Lom.ต่อมาได้มีราษฎรเข้ามาจับจองบุกรุกพื้นที่เพื่อจัดตั้งหมู่บ้านหลายหมู่บ้าน จึงทำให้สภาพป่าเริ่มเสื่อมโทรม ทำให้จำนวนฝอยลมลดน้อยลง จนแทบจะสูญพันธุ์ และในระหว่างปี 2528-2532 ท่านผู้ว่าราชการจังหวัดอุดรธานี ในขณะนั้น (นายสายสิทธิ์ พรแก้ว และ นายจรวย ยิ่งสวัสดิ์) ได้เคลื่อนย้ายราษฎรเหล่านั้นออกจากพื้นที่ป่าโดยจัดให้อยู่ในพื้นที่ใหม่ ซึ่งไม่ส่งผลกระทบต่อระบบนิเวศLater there came the people occupying the area to establish a village overrun several villages. ต่อมา ปี 2535 กรมป่าไม้ ได้อนุมัติให้จัดตั้ง สวนรวมพรรณไม้ป่า 60 พรรษา มหาราชินี เพื่อเทิดพระเกียรติสมเด็จพระนางเจ้าสิริกิติ์ฯ พระบรมราชินีนาถ ในวโรกาสที่ทรงเจริญพระชนมพรรษาครบ 60 พรรษา และเพื่อเป็นแหล่งรวบรวมพรรณไม้ป่าของภาคตะวันออกเฉียงเหนือ ตลอดจนเป็นสถานที่สำหรับศึกษาธรรมชาติและพักผ่อนหย่อนใจของจังหวัดอุดรธานี

ปี 2545 สำนักงานป่าไม้เขตอุดรธานี โดย นายสมชาติ ธรรมพิทักษ์ ป่าไม้เขตอุดรธานี เสนอของบประมาณตามนโยบายเร่งด่วนเพื่อกระตุ้นเศรษฐกิจและเพิ่มศักยภาพด้านการท่องเที่ยว โดยการสนับสนุนของสมาชิกสภาผู้แทนราษฎรจังหวัดอุดรธานี เขต 4 (นายธีระยุทธ วานิชชัง) จึงได้รับอนุมัติงบประมาณก่อสร้างโครงสร้างพื้นฐาน และปรับปรุงภูมิทัศน์ในพื้นที่ให้บริการ และได้เปลี่ยนชื่อโครงการใหม่ เป็น โครงการท่องเที่ยวเชิงนิเวศภูฝอยลม ใช้ชื่อภาษาอังกฤษว่า Phu Foilom Ecotourism Project เพื่อความสะดวกในการจดจำ และเป็นที่รู้จักของคนทั่วไป

และในปีเดียวกันนี้ท่านผู้ว่าราชการจังหวัดอุดรธานี (นายชัยพร รัตนนาคะ) ได้มีนโยบายที่จะพัฒนาพื้นที่ภูฝอยลมให้เป็นแหล่งท่องเที่ยวที่สำคัญของภูมิภาค จึงได้จัดหางบประมาณสร้างแหล่งน้ำเพิ่มเติม สร้างถนนลาดยาง และจัดทำโครงการอุทยานล้านปีภูฝอยลม โดยมีการสร้างอาคารพิพิธภัณฑ์ รูปปั้นไดโนเสาร์ชนิดต่าง ๆ จระเข้และเต่าโบราณ จัดทำหุ่นจำลองแสดงวิวัฒนาการจากลิงจนกลายเป็นมนุษย์ จัดทำนาฬิกาแดด โดยมีเส้นทางเดินเท้าและการปรับปรุงภูมิทัศน์ในบริเวณโดยรอบ โปรดช่วยกันรักษาภูฝอยลมให้เป็นแหล่งท่องเที่ยว เป็นห้องเรียนทางธรรมชาติ และที่ศึกษาหาความรู้ของพวกเราตลอดไป เปรียบเสมือนหนึ่งว่า "ภูฝอยลม คือ ป่าของเรา "And in the same year the Governor Thani (Mr. Ratana blessing in it) has a policy to develop the area as a tourism destination, Phu Foi Lom in the region.
